Market Type
In Oregon, cannabis is regulated by the Oregon Liquor and Cannabis Commission (OLCC). Medical and adult-use cannabis are allowed.
Metrc & Inventory
Oregon uses Metrc as their state traceability system under a hybrid inventory model, in which Metrc is the primary system of record and a licensee may use a secondary POS/software application alongside it provided original Metrc data is preserved. In Oregon, medical and adult-use cannabis inventory are shared, though some products may only be sold to patients, based on packaging limits.
Purchase Limits
Adult-use
- Two [2] ounces of usable marijuana;
- 16 ounces of a cannabinoid product in solid form;
- 72 fluid ounces of a cannabinoid product in liquid form;
- 10 grams of cannabinoid extracts or concentrates, whether sold alone or contained in an inhalant delivery system or combined with usable marijuana;
- 10 grams of cannabinoid products intended for inhalation;
- Four immature marijuana plants; and
- Ten marijuana seed
Medical
- 8 ounces of usable marijuana at any one time or within one day per patient; and
- No more than 32 ounces in one calendar month per patient.
These limits are per patient. Tracking is performed by each retailer, as Oregon does not have centralized patient limit tracking.

Delivery
Delivery operations
A delivery employee may only transport cannabis for orders they are actively delivering. Drivers may deliver multiple orders per trip.
Delivery locations
Retailers may only deliver to residential addresses, and only within permitted geographic limits (the jurisdiction where the retailer is licensed, or adjacent jurisdictions that have adopted an ordinance allowing interjurisdictional delivery). Only a single delivery to the same physical address or customer is allowed per day.
Delivery misc.
All vehicles must have GPS, and a retailer may not transport more than $10,000 in retail value of marijuana items for delivery at any one time.
Things to Note
Adult-use cannabinoid extract, concentrate, and inhalable product limits are capped at 10 grams.

Tracked Hemp
Hemp products are tracked in METRC, and have specific packaging and concentration limits, however there is no daily purchase limit (pg 31) on Hemp derived products in OR (the OLCC compares hemp distribution to alcohol in this way)
Oregon Privacy Requirements
Retailers may not record and retain any information that may be used to identify a consumer, except as necessary to make deliveries to consumers (as required by delivery rules), except name and contact info for marketing purposes if the consumer consents in writing.
