Market Type

In Kentucky, medical cannabis is regulated by the Office of Medical Cannabis Regulations (OMCR) under the Cabinet for Health and Family Services. The program is governed by KRS Chapter 218B and the 915 KAR regulations. Medical cannabis is allowed; adult-use cannabis is not permitted.

Metrc & Inventory

Kentucky uses Metrc as its state seed-to-sale traceability system. Dispensaries must ensure inventory is accurate in real-time in the Commonwealth's designated electronic monitoring system (KRS 218B.140).

Purchase Limits

Patients may purchase against a 30-day supply, tracked in Metrc (915 KAR 2:020):

Non-consumable topicals are exempt from the supply limits.

Product Forms

Permitted forms include raw flower (vaporization only), concentrates, edibles and tinctures, topicals, and vaporizables. Oral and infused products are capped at 10 mg THC per serving.

Pre-rolls prohibitedPre-rolled products and accessories solely intended for smoking are not permitted.

Delivery

Delivery permittedCannabis delivery is permitted in Kentucky (915 KAR 1:080, Section 2). Deliveries must be completed between 7:00 a.m. and 9:00 p.m., accompanied by a delivery manifest. Vehicles require a locked storage compartment, no cannabis-identifying markings, and video cameras; drivers must carry a valid license, employee ID badge, and a copy of the dispensary's cannabis business license. The patient signs a receipt and presents their registry ID card at delivery.
