Market Type

In Connecticut, cannabis is regulated by the Department of Consumer Protection (DCP). Medical and adult-use cannabis are allowed.

Tracking & Inventory

Connecticut uses a combination of BioTrack and the Prescription Monitoring Program (PMP) for state traceability. BioTrack is the seed-to-sale system tracking product and inventory. The PMP is patient-side: stores write medical dispensing events to it and check a patient’s current allotment.

Sales are currently limited to 1/2 ounce of cannabis flower, or its equivalent, per transaction

Medical

A dispensary may dispense a portion of a patient's monthly limit, not to exceed 5 oz of cannabis.

Equivalencies

This is the formula the state has provided for the calculation of flower equivalence for the entire market:

Gram equivalency=(total mg of total THC/250)+(total of mg non-THC cannabinoids/500)

Taxes

Adult-use

Potency tax

  • Plant material: 0.625 cents per milligram total THC
  • Edible product: 2.75 cents per milligram total THC
  • Other cannabis products: 0.9 cents per milligram total THC

Adult use cannabis is also subject to the 6.35% state sales tax, plus a flat 3% municipal cannabis tax.

Medical

Medical cannabis is not subject to any tax.

Delivery

Delivery may be conducted for patients and consumers.

Delivery operations

A shipping manifest must be prepared in the tracking system itemizing all cannabis to be transported, and a copy must accompany the transporting agent. A vehicle may not carry any cannabis that is not listed on the manifest.
